    Havre police and six other agencies were led on a high-speed chase throughout Havre to Chinook and to a field several miles south of Chinook Friday afternoon. In the end, they captured an escaped convict, Eric Bruce Fowler, born in 1980, a passenger in the vehicle, and arrested his accomplice, Ranette R. Doney, born in 1980, the vehicle's driver.     MISSOULA (AP) — Bail has been set at $125,000 for a 22-year-old University of Montana student accused of exposing himself to students at bus stops and elsewhere in Missoula County. Cole Francisco, of Missoula, was arraigned Friday on five counts related to indecent exposure. Three of the counts are felonies because they were the third or subsequent offense.     HELENA (AP) — Montana lawmakers on Friday heard the session's fourth proposal to increase highway speed limits. Republican Rep. Art Wittich proposed a ballot referendum Friday for voters to decide whether to raise highway speed limits by 5 mph.     Josh Preiss, the current principal of Sunnyside Intermediate School, has put in his resignation after two years of work. Andy Carlson, superintendent of Havre Public Schools, said that Preiss will be finishing up the current year before leaving his position.
