    I just finished 12 weeks of my therapy at Northern Montana Hospital. My doctor arranged for Medicare to pay for this in the cardiopulmonary rehabilitation department on the first floor. I followed the staff directions to the letter and I am amazed at the progress I made.     Montana State University-Northern is experiencing its second consecutive year in which enrollment rates have risen. MSU-N’s enrollment is up 4 percent with 1,334 students compared to last year’s 1282, according to a press release from the university.     A complaint in the Havre municipal elections came Wednesday, with someone reporting to the Havre Police Department that mayoral candidate Bob Rice, a Republican, had put up campaign signs before they could be legally erected. Rice said this morning that the signs would be taken down today.
