    A spokesman for Charter Communications confirmed Tuesday that the company is closing its Havre retail store Oct 28, but internet, phone and television services will not be affected by the move and people can use telephone and internet to receive services and products.     St. Jude Thaddeus School has just had a large solar panel bank installed and the power it's supposed to generate is expected to supply up to half the electricity needed yearly to sustain the school, gym and church. The project, which cost about $106,000, has been in the planning phase for four years and was completed Tuesday.
