Council approves annexation redo

Havre City Council voted unanimously Monday to repeal a resolution of intention to annex  properties west of Havre and passed a  revised resolution that does the same, but changes the date of the public hearing.

During the council meeting, Mayor Tim Solomon said that the Oct. 3 date set for the public hearing on the proposed annexation listed in the previous resolution was less than the 30 days required under Montana code annotated.

The hearing set by the resolution approved Monday will take place Monday, Oct. 20, at 7 p.m.

City Council is moving to annex 15 properties west of city limits including the Holiday Village Mall, Triangle Communications and Hill County Electric, the Super 8 Motel, Havre Ford, G&B Toyota, My Canvas Auto and AmericInn.

The city has previously attempted to annex those properties but has been stymied by litigation and complaints from owners of the properties that would be affected.

Opposition continues.

"As a land owner, I do not want to be part of the city limits and therefore I oppose the annexation," Kyle Austin, one of the affected property owners, wrote in a letter to the editor published Wednesday in the Havre Daily News. "The city of Havre needs to give up, leave things alone and engage in supporting local businesses."

When asked after Monday's meeting for reaction to the letter, council member Caleb Hutchins said the affected properties receive city services and therefore should pay city taxes.
