    A severe thunderstorm drenched the Havre area Tuesday evening, bringing 50 mph wind gusts, nearly inch-wide hail and at least a half-inch of rain in some 20 to 30 minutes, and causing power flickers and outages.     Action by the Montana governor will save the city of Havre nearly $2 million in a project to upgrade its wastewater treatment plant. A press release from the governor’s office issued Friday said Havre will save $1,918,464 in interest on a $4.8 million loan from the State Revolving Fund Loan Program due to the governor reducing interest on loans from the fund.     A Havre convenience store had some problems with gasoline that were passed on to its customers and was working Monday to solve the problem. Montana Department of Labor and Industries Communications Director Annie Glover confirmed in a message left Monday afternoon that Town Pump of Havre had a tank with “phase separation” and the Butte-based company had quit selling gas from the tank and was draining it Monday.
