The Havre City Council Annexation Committee may have the first resolution for annexation as soon as its next meeting, scheduled for June 24 at 4 p.m. at City Hall. During the regular meeting of the Annexation Committee Tuesday, members decided properties marked in red on a map provided by the Public Works Department would be the first properties to be annexed as they already receive city services. "These places can be annexed with no problem," committee chair Andrew Brekke, R-Ward 4, said. "I think I see three easy areas right here in the south end," committee member Terry Schend said. "Why don't we ask Public Works to pull the owners' records and waivers," Mary Van Buskirk, city attorney said. "Then at the next meeting you can entertain a motion to annex some property." Some of the areas the committee intends to annex first include property on the north side of First Street from the viaduct east, including Havre Distributors; property on the south side of U.S. Highway 2 to the weigh station including Kmart and Wal-Mart; property on the north side of U.S. Highway 2 to Triangle Telephone; property behind Northern Montana Hospital known as the Southview Subdivision in the area of 19th Street; the property being developed for the U. S. Border Patrol station; and property on the west end of 11th Street to 22nd Avenue. According to the utility rule of the annexation laws, any property outside of city limits receiving some city service water, sewer or both, for example may be annexed without the property owners' permission. Property owners, before getting services connected, are required by law to sign a waiver saying they will not protest annexation.
