Foster care homes range from youth group homes that cater to the needs of several youths at a time to families that house children temporarily one at a time.

Harball also handles adoptions services for DFS.
Day care centers and homes that watch children while their parents are working or otherwise busy are also licensed by the state.
Pam Filler, of the quality assurance division of the Department of Family Services, is is responsible for licensing day-cares in this area.
Her case load includes Hill, Blaine, Phillips, Valley Roosevelt, Daniels and Sheridan counties. Besides licensing, she also investigates allegations of suspected wrongdoing.
