    Civic groups, school organizations and social clubs have all done their part in recent weeks in contributing to the Havre Food Bank. It's been heartwarming to see the community response to the plea sent out by the food bank, which is faced with the double whammy of seeing an increase in demand for food while government support is being cut back.   • Jobless rate, statewide and on Hi-Line, goes down

    The jobless rate in Montana declined slightly last month, and continued its downward trend on the Hi-Line. Statewide, the jobless rate was 7.6 percent in October. For the second month in a row, the unemployment rate declined. 1 percent. The U. S. unemployment rate also decreased by 0.1 percent to 9.0 percent.     BILLINGS — A federal appeals court ruled Tuesday that grizzly bears in the Yellowstone region need continued protection under the Endangered Species Act due to the decline of a tree species that serves as a key food source for some of the animals.
