  • Passport flap raises sovereignty issue

FELICIA FONSECA Associated Press Writer FLAGSTAFF, Ariz.

An American Indian lacrosse team's refusal to travel on passports not issued by the Iroquois confederacy goes to the heart of one of the most sensitive issues in Indian Country — sovereignty. The rights of Native nations to govern themselves independently has long been recognized by federal treaties, but the extent of that recognition beyond U.S borders is under challenge in a post- Sept. 11 world. After initially refusing to accept Iroquois-issued passports because the documents lack secur i ty f eature s, the Stat e D...

  • Union: No more pay freezes for state employees

MATT GOURAS Associated Press Writer HELENA

A key union leader for Montana state and university employees says he will not bargain another salary freeze with the governor — drawing a line in the sand amid what is expected to be a very tight budget process. The gove rno r ' s o f f i c e responded by saying that tough economic times means everyone — including state employees — need to have reduced expectations. Budget Director David Ewer did not rule out the possibility of a pay freeze. Eric Feaver, the forceful voice at the legislature and elsewhere for an influ...

  • Here are the facts on Warburton's record

    Tristan

After reading Bill Thackeray's recent letter about Rep. Wendy Warburton's record with interest, let's try to set the record straight. First, House Bill 2 is the General Appropriations Act, basically all state agency budgets rolled into one big bill, and because of its importance and size, House Bill 2 is voted on many times. In fact the members of the 61st Montana Legislature collectively took more than 65 votes on this bill alone, so pointing out one or two votes is misleading to say the least. Mr. Thackeray alleges that Rep...

Daniel Horton Havre Daily News [email protected]

For a short time it looked as if the Havre North Stars American Legion baseball team was going to be swept in their final two-game home stand of the season. But after giving up the lead and suffering a loss in game one, the North Stars bounced back in game two and captured a come-from-behind win of their own. Friday night at Legion Field in Havre the North Stars went 1-1 against the Fort MacLeod Royals. In game one the Royals earned a 6-4 victory after eight innings of play. And in game two, the North Stars captured the 7-6...

Daniel Horton Havre Daily News [email protected]

Football or wrestling? That's the question which Havre High senior and athletic standout Kent Pattison had to ask himself before committing to a college. Pattison was focusing on two local NAIA colleges. If he wanted to continue his football career Montana State University-Northern was the school for him. But if he wanted to continue down the road of wrestling, the University of Great Falls was his choice. "I really like football and wrestling," Pattison said. "But I had to choose one or the other and I chose wrestling....

  • Voters back anti-D.C., anti-establishment candidates

LIZ SIDOTI AP National Political Writer WASHINGTON

With the electorate's intense anger reverberating across the country, this is all but certain: It's an anti- Washington, anti-establishment year. And candidates with ties to either better beware. Any doubt about just how toxic the political environment is for congressional incumbents and candidates hand-picked by national Republican and Democratic leaders disappeared late Tuesday, when voters fired Democratic Sen. Arlen Specter in Pennsylvania, fo rc e d Democratic Sen. Blanche Lincoln into a run-off in Arkansas and chose... Full story

  • Wealthy farmers get most of the subsidies

MARY CLARE JALONICK Associated Press Writer WASHINGTON

EDITOR'S NOTE — An occasional look at government promises and how well they are kept. Lawmakers crafting a sweeping farm bill in 2008 promised it would cut government payments to wealthy farmers. Two years later, little appears to have changed. Data being made public today shows that the wealthiest farmers in the country are still receiving the bulk of government cash, despite claims from lawmakers that reforms in the bill would put more money in the hands of smaller farms. At the same time, a series of exemptions written i...

  • Educators group pushes Legislature for funding

Alice Campbell Havre Daily News [email protected]

The state Legislature will not convene until January, but a grassroots education funding organization is already looking at ways to make sure that it lives up to its responsibilities when it comes to funding public schools. Over time, more and more of the responsibility for funding public schools has been placed on local taxpayers in the form of mill levies, said Mark Lambrecht, executive director of the Montana Quality Education Coalition. That trend is expected to continue, but his organization is traveling from town to...

  • Brady Center joins fight over gun rights

MATT GOURAS Associated Press Writer HELENA

The Brady Center to Prevent Gun Violence is joining the federal government's fight to stop states that want to exempt themselves from national gun control laws, arguing the effort threatens public safety. The gun control advocates and the U.S. Department of Justice both filed new arguments Tuesday in the ongoing legal battle over federal gun control and states rights. The issue was sparked with the "firearm freedoms act" first enacted in Montana last year and subsequently in several other states, and is leading to a...

  • Teen pregnancy is big problem in Montana

    Tristan

The United States has the highest teen pregnancy rate in all of the developed nations of the world. Although 2008 data is showing the first decrease in the teen pregnancy rate in years, there is still a lot of work to be done on this issue. In Montana in 2008, 1,312 live births were reported among teenagers ages 19 and under. Teen parents are likely to be less educated, have more children, have more non-marital births and have more unintended births than women who postpone childbearing until their twenties. Approximately 82... Full story

After going back to look at a proposed ordinance to place a moratorium on marijuana operations in the city, the City Council will vote on an ordinance banning the substance's sale from vehicles or temporary locations. • With facts in hand, we stand with Wendy Warburton

    Tristan

We are members of the Fifth Avenue Christian Church and were in attendance Jan. 24 when Wendy Warburton spoke. In opposition to William Thackery's supposition that Wendy gave a political and not a spiritual message, we give you these facts. First of all, the Sunday prior to the date that Wendy spoke was National Right to Life Sunday. Most of the members at Fifth Avenue Christian Church hold the right of the unborn in high regard. We always have a special message on that Sunday concerning the value of human life — especially t...

Passengers in Asia who had slept on airport floors f...

  • North Stars split with Redbirds

George Ferguson Havre Daily News sports editor [email protected]

The Redbirds captured game one in a slugfest, 17-14, but Havre rebounded, shutting down the Lewistown offense in the second game, and winning 9-5. • Police building booby trapped, bikers eyed

THOMAS WATKINS Associated Press Writer LO S ANGELES

Authorities are investigating whether a motorcycle gang rigged a Southern California police building with booby traps after becoming angry when police monitored the funeral of a member. Hemet police spokesman Lt. Duane Wisehart said Thursday it was one of several possible motives being considered regarding the attacks. "They are definitely one of the suspects," Wisehart said.
