    HELENA — The Montana commissioner of political practices said Tuesday that Senate Majority Leader Art Wittich broke state campaign laws by coordinating with and failing to report contributions from a conservative group during his 2010 primary election campaign.     I would like to take this opportunity to commend Amtrak personnel for their great service on my recent unscheduled trip to Havre. Despite all the delays — 12 hours late getting to Havre and seven hours late getting to Everett — none of which were Amtrak's fault, the Amtrak staff did everything they could to keep the passengers informed and comfortable.     I agree with the woman from Great Falls about the change in time every year ("No more time change for Montana," Opinion page, March 25). That was a bunch of nonsense to start. Some people take medications every day and get all mixed up with the stupid time. Also some people have babies on a schedule and that also gets fouled up.     One of two Havre women accused of dragging a relative with their car and nearly running over her, after stealing the victim’s purse has pleaded guilty in a plea agreement. Leslie A. Crazyboy, born in 1979, pleaded guilty in state District Court in Havre Monday to a felony count of criminal endangerment.     Practices for the Special Olympics are in full swing at Havre High School and, on average, have around 50 people attending them.     The weather wasn’t ideal for tennis, all teams were short-handed, and one team didn’t even make it to the tournament, but the courts were dry and the Havre Blue Ponies got their season started.
