    Two Havre High School students are raising money for a chance to visit Japan as part of a cultural exchange wrestling program. Havre High School students Cameron Pleninger, a freshman, and sophomore Martin Wilke are two of 20 chosen to be part of Team Montana’s wrestling crew that will be in Japan June 20-30. “We’re going over there and wrestling in Japan and to improve our wrestling,” Pleninger said.     The Havre City Council at their meeting Monday voted unanimously to set new fees at the Havre Animal Shelter. All council members were present accept Jay Pyette, who was excused. Council member Terry Lilletvedt said the fee increases come after upgrades were made to the Havre Animal Shelter to more closely align with guidelines suggested by the Association of Shelter Veterinarians Task Force.     Hill County Park Board members will vote next month whether to approve a budget that includes, among other things, new siding for several cabins and surveillance cameras. The cabin siding and the addition of the cameras would total about $30,000 of the budget.     A Fort Belknap man received three years probation Monday in state District Court in Havre for conspiring to sell drugs with a Havre man. Jodarryl A. Gone, born in 1992, received a three-year deferred imposition of sentence.
