The 17-year-old boy who is charged with stabbing three people in their home Saturday morning was charged with rape in December. Justice Lawrence Brown of Havre was accused of sexual intercourse without consent, a felony, for an event that occurred August 27, 2014. The alleged victim was 13 years old. Havre High School may be changing its policy on whether or not students can leave campus for lunch to a performance-based allowance. School administrators will be bringing to the school board this month a proposal to change the policy, which currently allows all student to leave campus for lunch break, to only allowing those who have been doing well in school to leave. School board elections were held Tuesday and those who turned up for the vote chose their prefered candidates. The results are: Chinook Joel Pruttis took the one three-year positions after beating Mark Harshman 135 to 125. A mill levy was voted into existence, 231 to 91. The mill levy is for the general fund, and will be a $26,355.34 or 3.82 mills for proper maintenance and operation of the school programs. The city of Havre and the union representing police officers have come to terms on a labor contract — just before it is set to expire. The 2014-15 contract was approved unanimously by City Council Monday night. Mayor Tim Solomon said it calls for a 1.5 percent pay hike for officers. The city’s insurance rate went up 4.6 percent last year, and the city will pick up all of the increase, he said. Other than that, there were only minor changes in the contract, the mayor said. A Fort Belknap Indian Reservation man who pleaded guilty to strangling his girlfriend was sentenced Monday to 30 months in federal prison. Kyle Young, 33, was sentenced to the Bureau of Prisons for 30 months, two years of supervised release and a $100 court assessment fee. Young is a former law enforcement officer.
