    Havre Daily News staff The reigning Miss Montana did not pass her crown onto a fellow Havreite at the annual pageant Saturday in Glendive, but a hometown girl did place at the annual scholarship competition.     Beaver Creek Reservoir will be the site for the first local two-day stand up paddle board festival, an event its coordinators hope will become a recurring one. SUPfest will happen Saturday and Sunday, June 24 and 25, at the Community Effort Pavilion at the reservoir about 8 miles south of Havre. Lloyd graduated from New Smyrna Beach High School in 1951 and enlisted in the U.S. Air Force in 1952.
