    GREAT FALLS - Two Rocky Boy's Indian Reservation leaders face embezzlement charges in Federal District Court in Great Falls. One was arrested Tuesday after he failed to show for Tuesday morning's arraignment. Bruce Harold Sunchild, 69, a former chair of the Chippewa Cree Tribe's Business Committee, was arrested Tuesday after he failed to appear at the arraignment.     Officials at Fort Belknap Indian Reservation are ready to launch a massive land buy-back program with funds allocated to the reservation under a federal lawsuit.     The power outage that took out the power across the Hi-Line from Chester to Glasgow was caused by a problem in the Fort Assinniboine substation. NorthWestern Energy spokesperson Claudia Rapkoch said the outage was caused by a security measure that shuts the system down if it detects a problem.     A security breach has apparently leaked Social Security and bank account information of Havre Public Schools employees who use direct deposit to an unknown third party.
