    Another year of the Blaine County Fair has come and gone, and despite uncharacteristic heat that graced the region, organizers and fair-goers considered the event an overall success.     Havre Daily News staff Lighting strikes caused two fires in Hill County Saturday, one burning two outbuildings and another bringing an international team to fight a fire that burned 1,500 acres on both sides of the border. Hill County Disaster and Emergency Services Coordinator Dave Sheppard said this morning that the first fire, about 11 miles north of Rudyard, destroyed two uninhabited buildings.     The Havre fire department responded to two structure fires over the weekend that caused estimated damages of $20,000, a fire department official said.     Billings Senior star Nate Dick made sure the first-ever Montana East-West Shrine Game played in his hometown was a good one.
