    HELENA — The Department of Defense has taken the unusual step of overseeing a plagiarism investigation being conducted by the U.S. Army War College against Sen. John Walsh of Montana, the college's provost said Tuesday. Defense Department officials told the Carlisle, Pennsylvania, college that the department's inspector general's office will decide whether any discipline is warranted based on the recommendations of the school's academic review board, Provost Lance Betros said.   • Long-time Hi-Line coach Robinson dies

    Charlie Robinson, the girls basketball coach at Chinook High School, passed away Monday. Robinson has coached around the Hi-Line for over 40 years, beginning with boys basketball in Outlook in 1969. He then moved to boys basketball in Victor, boys and girls in Dutton, boys and girls in Kremlin-Gildford, boys at North Star and finally ended up teaching the girls team in Chinook.     The 50th Annual Rocky Boy Powwow and Celebration began today with the rodeo school and will be in full swing beginning Thursday. The powwow celebrations begin Thursday with the youth powwow at the Sybil Sangrey-Colliflower Memorial Arena to prepare fairgoers for the main event of the celebration: the Rocky Boy Powwow, which will begin at 6 p.m. Friday and continue past the last grand entry at 3 p.m. Sunday.     The ground was broken for the new playground at Rocky Boy's Indian Reservation and volunteers were working hard Saturday. "It's been going great. Some of the guys have been here since 6 a.m.," said Tony Woods, the director of KHEW Radio.     Chamene Plum, a local Jaycee member and national vice president of the organization, was given the Don Cavelli Memorial Award, which is a yearly award given to one Jaycee vice president for outstanding work.
