    GREAT FALLS (AP) — Six people who oversaw a Blackfeet program for troubled youth have been arraigned on charges they embezzled money from the $9.3 million project. They also are accused of doctoring invoices to embellish the tribal contributions needed to keep the federal money flowing to the now-defunct Po'Ka Project.     A landmark at Havre’s university finally will see some repairs, with plans set to stabilize Donaldson Hall while plans are completed for its future use at Montana State University-Northern.     James H. Thole, 76, died in Las Vegas, Nev., on July 17, 2013, of congestive heart failure. Jim was born in Lethbridge, Alberta in 1937 to Herman and Dorothy (Tiny) Thole. Jim was preceded in death by his parents and son, Jamie Thole.     Havre City Council has taken the first step in annexing more land into the city. Council voted to annex many separate sections of land of varying sizes around the city limits. The largest and most notable section being annexed is the area past the northwestern limit of Havre, on U.S. Highway 2. Once annexed, Holiday Village Mall will be within city limits.
