    A pump house on Rocky Boy’s Indian Reservation was still without electricity this morning after it lost power Friday night, knocking two wells out of service and affecting service to 300 homes, Chippewa Cree Tribal Water Resources Department Director Dustin White said.     The Hill County Health Department says on its Facebook page that the air quality in Havre is "unhealthy for sensitive groups" including children, older adults, people with heart or lung disease. Visibility is at 7 miles, the post says. A chart of the air quality index posted on the Health Department's Facebook page says people who within the " sensitive groups" should reduce prolonged or heavy exertion.     Press release State and local health officials are urging people to take great care with the first confirmed cases for the year of West Nile Virus in Montana. Three human cases have been reported in McCone, Bighorn and Toole counties while mosquito samples from Blaine, Hill, Custer and Prairie counties recently tested positive.     A 16-year-old boy was arrested Saturday morning after officers found several graffiti marks painted within the city limits.
