    Plain Green, the online Rocky Boy’s Indian Reservation-based high-interest loan company, has suffered a legal setback in U.S. District Court in Northern Illinois, the Chicago area. A U.S. District Court judge has ruled that a company trying to collect on a loan made by Plain Green does not have authority to enforce a loan agreement with a Chicago-area man because the deal was made under tribal law.     The jobless rate in Montana went up slightly during July, but Gov. Steve Bullock said Montana still leads the nation in the improved economy. The unemployment rate increased from 3.9 percent to 4.0 percent. The national average has been about 5.3 percent over the past year.     Standing before 400 cheering students and their families in the Montana State University-Northern gymnasium Friday, Chancellor Greg Kegel accepted a $250,000 check. The money came from CHS Foundation and will go toward the campus' new Automotive-Diesel Technology Building.     The Havre woman whose roof was mistakenly torn off by a contractor pleaded not guilty Friday to a charge that she violated an order of protection. Krissa Kirby of Havre denied the allegation that she was illegally in contact with Julie Ridgeway, owner of Ridgeway Construction Co.
