    With some cabin owners apparently under the impression they can again access their cabins in Beaver Creek Park, park staff said they want to let people know that the park still is closed to all recreation and no access to cabins or recreation sites is allowed at this time.     The Havre City Council voted unanimously at its budget hearing Wednesday night to approve the proposed $18.7 million budget for Fiscal year 2018, along with five resolutions to levy and assess taxes for maintenance and operations. Before the meeting, City Clerk and Finance Director Doug Kaercher said the proposed budget was “pretty frugal” and is fiscally sound.
