    Havre Daily News staff Montana State University-Northern announced it has hired Neil Moisey as provost and vice chancellor of academic affairs, second-in-command of the university under Chancellor Greg Kegel and the person in charge of all academic issues.     A 66-year-old Havre woman died after a deer she crashed into on U.S. Highway 87 Friday evening went through the windshield and hit her, a Montana Highway Patrol news release says. The county coroner was not available to release the name of the woman by printing deadline this morning. Highway Patrol received a call about the crash at 8:01 p.m. Friday and troopers arrived on the scene, near mile marker 97 on Highway 87, at 8:24 p.m. The woman was driving a Toyota Rav4 northbound on U.S. 87 when she hit the deer.
