    The Montana Commissioner of Political Practices office has always been something of a hero to us. The tiny office with a small staff has been responsible for monitoring campaigns throughout the state to determine if they are following Montana’s fair, but rather strict, rules and regulations.     Michael John Lowe, 29, died Tuesday, Oct. 15, 2013, due to a motor-vehicle accident.     A Havre woman originally arrested for attempted murder, later downgraded to assault with a weapon, is back in the county jail awaiting a hearing on claims she violated conditions of her release. Cindy Stidham, born in 1966, was in the Hill County Detention Center this morning on $60,000 bond.
