    Two people are acting as chair of the Rocky Boy's Indian Reservation tribal council. St. Marks, who was sworn in as chair Thursday after winning a two-year-long legal battle, was served Friday with papers signed by four council members charging him with 10 counts of misconduct, removing him from office and ordering him to stay away from tribal headquarters.     Elementary school students at Rocky Boy schools will get a free Christmas gift thanks to two high school students who are undertaking a massive effort to raise funds. Isiah Murie and Tristen Belgrade, both seniors at Rocky Boy High School, are in charge of operation: Help Santa, which will provide the gifts. People can help out by buying a chance to win a massive Thanksgiving basket. Tickets are $1, and the drawing will take place Wednesday. The tickets are on sale at the high school.     Trees are displayed throughout Havre prior to their auction at the annual Festival of Trees. The festival starts Saturday at 7 p.m. at St. Jude Parish Center. The proceeds of the festival, including the auction of the trees, will help pay for the new construction at the club, with additional space and a kitchen being erected.     After a three-dual home stand, the Montana State University-Northern wrestling team was back on the road this weekend. And it was a highly-successful weekend for the Lights.
