    The 9th U.S. Circuit Court of Appeals, which hears appeals from several western states including Montana, will soon begin live streaming courts proceedings. That means people throughout the country will be able to watch lawyers make arguments and judges ask questions on cases of importance. All you need is a computer screen.     The Hagener collection of Indian artifacts, housed in the Hagener Science Center at Montana State University-Northern for more than four decades, are being moved to a more spacious location at the Vande Bogart Library.     The superintendent for Beaver Creek Park told the Hill County Park Board Monday that the Federal Emergency Management Agency has released most of the money to repair flood damage, which occurred earlier this year on the park. A study to find the best ways to reduce damage from future events also is underway.     William Baker, an academic dean and candidate for provost at Montana State University-Northern, has withdrawn his candidacy. Baker was scheduled to have his open interview at the Hensler Auditorium at 2 p.m. Thursday. This meeting is canceled.
