    Snow and low temperatures reduced turnout at this year’s Dino Christmas celebration Saturday at the Holiday Village Mall, Val Hickman, vice chair of the H. Earl Clack Memorial Museum Board said Monday. “It was a cold nasty day out,” Hickman said. “I don’t know if I would’ve taken my children out.” The scheduled meeting lacked a quorum, so no official business was taken up.     Tickets for the April 11 Collin Raye concert in Havre, which is being put on by the Havre Police Protective Association, have gone on sale and can be bought at the Havre police department or Norman’s Ranch and Sportwear for $36. The concert is scheduled to begin at 7:30 p.m. in Montana State University- Northern Gymnasium. A total of 1,500 tickets will be available for sale. Sgt.
