Rocky Boy man pleads guilty to defrauding feds

A Rocky Boy man who left his position working for the U.S. Bureau of Land Management in Virginia to come back to Montana — while still accepting checks from his former job — pleaded guilty to charges Wednesday.

Larry Ray Denny, 66, pleaded guilty to fraud or scheme to defraud the United States, filing fraudulent claims relating to federal employment, claiming false representations as to outside income and theft of government property.

Denny returned to Montana and contracted with the Chippewa Cree Tribe, and another BLM employee, John Grimson Lyon of Clifton, Virginia, covered up for him and is now facing charges of his own.

When Denny relocated to Montana, he worked with his own company, Denny Technical Services, which had a contract with the tribe for drilling-related services.

Denny left Virginia in July 2012, citing health-related issues and never returned to his office. From approximately July 11, 2012, to March 23, 2013, Denny was compensated for 550 hours of regular work, 461 hours of sick leave, 389 hours of annual leave and 72 hours for federal holidays, according to the indictment.

During that time, Denny claimed sick leave and regular work hours when his bank account activity showed he was visiting various golf courses, traveling around Montana and going to Las Vegas.

For 2012, Lyon gave Denny a performance appraisal rating of exceptional, which resulted in Denny receiving a cash award of $3,262 in November 2012.

Denny’s sentencing is scheduled for June 25 at 10 a.m. at the Missouri River Federal Courthouse in Great Falls.

This guys not only been defrauding the Federal government but the Rocky Boy Tribal government as well. We wonder how all of sudden he can afford to buy homes, boats and new vehicles. The Feds need to look at his oil/gas company he created, as well as the 1.7 million he supposedly used to buy 2 natural gas wells for the Tribe with tribal funds.
