City manager-commission proposal needs to wait

The Havre commission-city manager proposal is on the ballot Nov. 8.

While its appropriate to consider ways of improving how Havre functions, the timing of the proposal puts the cart before the horse, so to speak.

Our primary objective at this juncture should be looking at ways to enhance the economic viability of Havre and the Hi-line’s lagging economy.

We need to be working with our Local Officials in adopting an economic plan with the first objective being the constructing of an adequate highway — 4 for 2.

A four-lane highway is essential if we are to compete for business that is looking to locate, relocate or expand. Lest we forget, 80 percent of business locates in communities with a four-lane highway or better.

Our intent for growing the economy would be to attract new or expanding business with which to broaden the tax base that would in turn generate more revenue for local governments to help fund key projects.

Here’s the dilemma that Havre faces currently, more taxes.

Most are aware that the city of Havre proposed a tax increase two years ago for a street-utility fund but it failed. The city is planning another attempt in two years. The fund is a noble cause that’s needed, but I contend one can only tax the same base so much before the taxpayer revolts.

The voter needs to be aware, there are several more tax proposals on the ballot Nov 8.

The Havre city manager-commission proposal can wait. I’m not confident that the statement of facts in the proposal are not entirely accurate.

The proposal has become a distraction and needs to be delayed.

Growing the local economy needs to be our focus.
