    A proposed $200,000 federal grant that would enable Montana State University-Northern to undertake a program to train people in energy fields has cleared a major U.S. Senate hurdle.     Students in need will soon be getting a backpack full of school suppl ies from the Salvation Army. The supplies will be paid for, in part, by the money people drop into the ket t les at Christmas time, said Tina Crawford, the social services director for the Salvation Amy. Kindergartners through eighth-graders who are eligible will get supplies including pens, pencils, crayons, markers, notebooks, protractors and other supplies needed in the classroom, she said.     For about 15 years now, Kim Cripps has led troops out to the streets and sidewalks of Havre each spring and fall to collect trash from the streets. She will be at it again 9 a.m. to noon on Saturday, Sept. 11. The fall Havre Pride day is aimed at sprucing up neighborhoods for Havre Festival Days, which will take place the next weekend.
