    The Great Northern Fair Board discussed the fairgrounds manager position and this year’s fair entertainment and also picked a new chairperson and vice chairperson at a meeting held Tuesday.     The Havre Task Force for Urban Reforestation Committee will celebrate Arbor Day with a tree seedling planting session Monday at Pepin Park.     A man accused of raping a 15-year-old girl failed to show up for his arraignment hearing that was scheduled for Monday in state District Court in Havre. Nicholas T. Henderson, whose age and place of residency were not available, was charged with one count of sexual intercourse without consent Feb. 9. A $50,000 warrant has been issued.     After 17 years, Kitty Keepers cat shelter, located on 26th Avenue West, closed its doors last week. Penney Bergren, co-founder of the no-kill shelter, said the choice to close the facility was due to a combination of several factors: a decline in financial support, a decline of volunteer help in the sanctuary, low adoption rates and health issues within the staff.     The Monday omnibus hearing for a man accused of physically dragging a peace officer has been delayed to May 4. Sampson F. Mayer, born in 1986, of Havre was charged with two counts of assault on a peace officer and one count of resisting arrest March 16.
