    WHITEFISH (AP) — Montana Gov. Brian Schweitzer says a plan by Amtrak to charge a $10 baggage fee for skies and snowboards will unfairly affect the Flathead Valley.     The Chester/J-I football team can now officially call itself Northern C champions. On Tuesday night in Chester, the Hawks wrapped up the regular season with a resounding 74-0 win over the Cascade Badgers, improving to 9-0 heading into the 2012 Class C 8-man playoffs.     BILLINGS — The Montana Land Board leased 12 million tons of state-owned coal to a mine near Roundup on Monday, despite concerns about its worker safety record and potential environmental impacts.
