    HELENA, Mont. (AP) — A governor's council recommends Montana restrict new development in sage grouse habitat to avoid federal protections that would lead to tighter rules. The Greater Sage Grouse Advisory Council outlined its recommendations in a 73-page report given to the governor on Wednesday.     This is to the lady who was complaining about the first snow — that they weren't plowing the streets. With only 4 inches of snow, why would you want to waste the time and money on plowing? Lady, back in the 1940s, ’50s and ’60s, they never plowed hardly at all. You just had to fend for yourself.   • Ringleader of Bakken scheme sentenced to 30 years

    HELENA (AP) — A judge has sentenced a California man to 30 years in prison and ordered him to repay the victims of an investment scheme into non-existent oil-and-gas projects in eastern Montana. U.S. District Judge Sam Haddon told Yorba Linda resident Mike Campa Thursday he was imposing the lengthy sentence because Campa had spent a lifetime defrauding others and would do so again if back on the street.   • HHS emergency generator fires up in test run

    A surplus military generator was running at Havre High School Wednesday morning in a test demonstration for high school administration. Jim Donovan, the school district's director of grounds and transportation, said it was not the first test or demonstration. "We have run the high school with it before," Donovan said.     The trial of a man who has maintained he was threatened and acting in self defense when he shot a pistol June 10 in a residential Havre neighborhood entered its third day in state District Court in Havre today. James R. Lowrance, born in 1990, was accused of shooting a pistol at the end of an argument on the 600 Block of 3rd Street after a person involved in the argument told him he didn’t believe it was a real, loaded gun.
