    Residents in school districts throughout the Hi-Line will be voting for new school trustees Tuesday. Some will also be voting on whether to raise taxes to pay for school programs. The biggest race is in Havre where five people are seeking two seats on the board. The candidates are incumbents Theresa Miller and Norman Proctor as well as Wayne Bolken, Keisha Fegan and Shaylee Lewis.     Special Olympics athletes, their friends and supporters and local law enforcement will gather at 1st Street and 5th Avenue in downtown Havre at 8 a.m. Monday to kick off the annual torch run.     Federal officials last week announced a $625,136 grant for major runway improvements at the Edgar Obie Airport at Chinook, but Blaine County officials aren’t celebrating yet. William Solem, secretary of the Blaine County Airport Commission, said there is no certainty the commission can raise the 10 percent match that is required for the grant. “We're trying to come up with the money,” he said.
