CASPER, Wyo. - Tempie Powell, 68, of Casper, Wyo., formerly of Havre, died Tuesday, May 20, 2003, at her home surrounded by her family. A funeral service was held on May 23 at College Heights Baptist Church with the Rev. Terry D. White officiating. Interment was at Memorial Gardens Cemetery. Tempie was born on July 25, 1934, in Nolan, Texas, to Alphonso Brown and Leanora (Bland) Terry. Tempie married Jesse Oran Powell in Carlsbad, N.M., on July 3, 1954. BIG SANDY - Claude E. Miner, 62, farmer and veteran, died Tuesday, June 10, 2003, at home of cancer. A gathering and rosary will be today at 7:30 p.m. The funeral will be on Thursday at 11 a.m. at the St. Margaret Mary's Catholic Church in Big Sandy. David John Borst, 57, of Carson City, Nev., died Wednesday, May 21, 2003, at Carson City from complications of cancer. Cremation has taken place. Luke Clayton Blackwell, 11, died Sunday, June 8, 2003, in a tragic auto accident north of Zurich. Funeral services will be held at 10 a.m. Thursday at the Fifth Avenue Christian Church in Havre with burial following at 5 p.m. in the Forsyth Cemetery at Forsyth. The Native American Bank may set up a bank branch at Rocky Boy's Indian Reservation this year. The Chippewa Cree tribal council unanimously voted last Thursday to initiate the application process with the bank, council member Jonathan Windy Boy said. "We've already made our initial commitment," Windy Boy said. "This is an opportunity (for) our investment, and I think it's going to help us and the whole area." The Harlem Airport will be closed for a few weeks in July while improvements are being made. "We're going to do almost a $2 million project," said Clarence Olson of Harlem, a member of the Blaine County Airport Commission. The project will be paid for by a grant from the Federal Aviation Administration's Airport Improvement Program. The program funds planning and development projects at public airports. A group of Havreites is hoping that federal gas tax dollars will fuel a chapel renovation in Beaver Creek Park. A spokesman for the group, Dave Anderson, asked the Hill County Commission on Wednesday to apply for a grant to restore a chapel building at the Kiwanis Campground. During a public hearing, Anderson proposed that the commission apply for Community Transportation Enhancement Program money to fund the project, Craig Erickson of Bear Paw Development Corp. said today. HELENA - A court ruling earlier this year that opened to the public meetings of top officials of the Montana university system should be overturned so it won't apply to meetings of school superintendents and principals, the Montana School Boards' Association says. The organization has told the state Supreme Court that existing law is enough to ensure the public's right to know what government is doing and to participate in the process. HELENA - A leading Republican, splitting from the Martz administration's position, said Wednesday the state should spend some of the money it will receive from the federal government over the next two years. Senate President Bob Keenan of Bigfork suggested a portion of aid should be given to the Montana university system for property tax relief and to trim the size of a $39 million tuition increase for students.
