Steve Bullock has ordered that flags be flown at half-staff Wednesday to honor six people, including the Three Forks fire chief, who were killed in a crash east of Helena last week.     HELENA (AP) — The leaders and two employees of a Blackfeet Indian project for troubled youth were sentenced Tuesday for their roles in defrauding the federally funded program. Francis Onstad and Delyle "Shanny" Augare pleaded guilty in February to conspiracy to defraud the U.S., conspiracy to submit false claims, embezzlement from a federally funded program and income tax evasion.     The power outage that took out the power across the Hi-Line from Chester to Glasgow was caused by a problem in the Fort Assinniboine substation.
