A release issued Tuesday night said 1-year-old Malachai Talley has been located and is safe. No other details were provided.     Havre is beginning to see some effects from the national coin shortage going on in the wake of the COIVD-19 pandemic. The Federal Reserve said this shortage is a result of the U.S. Mint operating at reduced capacity due to the ongoing pandemic.     Havre Daily News staff Rocky Boy Health Center is changing its administration hours to Wednesday mornings 8-10 a.m. starting this week, the health center said in a Facebook post.
