  • Nonpartisan elections crosses first hurdle

    Havre City Council took the first step in changing to nonpartisan elections Monday night when unanimously gave tentative approval to a referendum on the fall ballot. Two residents, State Rep. Kris Hansen, and former Hill County GOP chair Brad Lotton spoke in favor of the proposal. While the resolution's sponsor, Andrew Brekke, 4th Ward alderman and present GOP chair, was asked several questions, no opposition surfaced on the council.     People smelling an unusual odor in this area similar to what people smell in smog-socked areas shouldn’t have to worry about that, but the heavy rain, and heat, are leading local officials to warn of other concerns.     Havre voters may have the option this fall of approving nonpartisan municipal elections. City Council member Andrew Brekke has proposed doing away with partisan elections and having the mayor and council members elected on a nonpartisan basis, much like school board members and the city judge already are. If council gives tentative approval to Brekke’s resolution at its meeting tonight, it will go before council for a final vote in two weeks.     A Havre woman arrested for attempted murder now faces a series of formal charges, all lesser than the original arrest charge. The Hill County Attorney Friday charged Cindy Stidham, 47, with assault with a weapon, a felony, along with two counts of partner or family member assault, possession of marijuana and possession of drug paraphernalia, all misdemeanors.     A woman walked into Angie’s Wildflowers in downtown Havre on Friday to order flowers for a friend who had met her goal on losing weights. “No charge,” said owner Angie Pratt to the surprised woman.     A Havre man has pleaded not guilty to charges stemming from claims he pointed a gun at another man during a fight that came out of an argument about a dog, and shot the gun to show it was loaded. James R. Lowrance, born in 1990, pleaded not guilty in court in Havre to a felony charge of criminal endangerment and a misdemeanor count of discharging a firearm within city limits.
