    BILLINGS (AP) — A convicted sex offender who absconded from supervision in Minnesota told a judge he wanted to seek "political asylum" in Montana because his parole officers are violating his constitutional rights.     The Randy Bachmeier vs. Montana State University-Northern sexual harassment hearing will resume at 9 a.m. Tuesday, in Helena. The hearing began June 17 and was given until 5 p.m. June 19 to be finished.
