    Blaine County Sheriff and Coroner John Colby has released the name of the man who died as the result of an early Wednesday morning crash on U.S. Highway 2. The man who died was Lane Sweet of Helena, 22. Montana Highway Patrol reports the crash occurred early Wednesday morning in a construction zone near Chinook. The Highway Patrol report said speed and alcohol are believed to be factors in the crash. The victim was not wearing a seat belt.     As another new case of COVID-19 is confirmed in Hill County, Hill County Public Health Director Kim Larson detailed what the Hill County Health Department can do to enforce Gov. Steve Bullock’s mask directive as well as violations of quarantine and isolation orders if the need ever arose, which so far it has not.     Progress has been made with construction, which began about a month at the St. Mary Diversion to repair the structure that collapsed, Drop 5 near the end of the 29-mile system of dams, dikes, canals, gigantic metal siphons and concrete drop structures, as well as another structure, Drop 2, that was regarded as in danger of catastrophic failure.     The Hill County Democratic Central Committee has selected a new candidate for Hill County Public Administrator. Monica Garrahan declined to comment untill the election. Maggie Big Leggins beat David Brewer in the Democratic primary, but withdrew her candidacy. Big Leggins said she has no comment on why she withdrew her name.
