    City workers were working to turn off water that was bubbling through the asphalt and sidewalks on 3rd Avenue. The Masonic Lodge's basement was fairly flooded by the time the workers turned off the water supply to the main the ruptured.     Havre city officials are attempting to calm down a dispute between the city judge and City Council members after a tense session Monday night. City Judge Virginia Seigel lit into the city administration at Monday night's council meeting over two issues.     From Havre High School Havre High School will begin school Wednesday, Aug. 26. The first day of school will be the same as last year. Staff will be conducting a freshmen/new student orientation that will be held in the morning from 8:15 to 11:45 a.m. Aug. 26. Freshmen and new students are required to attend this event.     Editor: I have just finished reading the front page article on “Sounds on the Square drinking OK’d” (Havre Daily News, page 1, Wednesday, Aug. 5). Why must the good people of this community feel that alcohol must be present at every event we have? How does this look to our youth and nonalcoholic friends.
