    HELENA (AP) — A panel advising U.S. Sen. Max Baucus on his plan to rewrite the nation's tax code told him on Thursday that the government should maintain deductions that benefit the poor, small businesses, education, retirement savings and innovation. Baucus is working with the chairman of the House, Ways and Means committee, Republican Dave Camp of Michigan, on a plan to get rid of many tax credits, deductions and loopholes viewed as unproductive. (AP) — Reinforcements arrived in western Montana as dry thunderstorms and high wind gusts forecast for Thursday made it tougher to predict which way a pair of wildfires threatening 1,200 homes would turn.     The successful YouthBuild program, housed at Montana State University-Northern, which was designed to help at-risk students acquire their GED and certifications attractive to possible employers, is quickly on its way out.     Almost 100 Hi-Line young people have obtained their GEDs and vocational training through Montana State University-Northern's nationally acclaimed YouthBuild program over the last four years. Many of the young people have gone on to jobs in the construction trades.     A Havre businessman was in the Hill County jail this morning, serving the first 10 days of a two-year sentence on a misdemeanor sex charge. Howard Richardson, born in 1961, pleaded no contest Tuesday in state District Court in Havre to a misdemeanor count of sexual assault, amended from a felony charge of sexual intercourse without consent.     A Yakima, Wash., man will spend nearly six years in federal prison for selling massive amounts of drugs in north-central Montana.
