    Great Northern Fair Board member and long-time Hill County 4-H’er Alma Seidel said at the monthly fair board meeting Monday that the organization will be holding a fundraiser spaghetti feed during Festival Days.     Two candidates have filed for the election for three seats on a commission to review Havre’s form of government, and anyone else who would like to run will have to file as a write-in candidate. The Hill County Clerk and Recorder reports that Perry C. Atchison and David H. Brewer filed before the Aug. 21 deadline.     A Havre businessman is in state District Court to face charges he sexually assaulted a 15-year-old girl with the mental ability of a 5-year-old. Joseph E. “Jed” Damson is scheduled for arraignment Oct. 3 on felony charges of sexual intercourse without consent and sexual assault.
