    A new service will take over the Essential Air Service flights to and from Havre and other Montana cities and Billings early in December. Cape Air issued a release saying it will begin offering the flights Dec. 10, taking over from Silver Airways. The federal Department of Transportation awarded Cape Air the Montana EAS contract earlier this year.
