    Two new members were elected to the Havre City Council and an incumbent in Chinook was elected to a second term in Tuesday's city elections. Lindsey Ratliff, a Havre High School art and social studies teacher, defeated ophthalmologist Marc Whitacre 346 to 313 votes in the race for the Ward 3 seat.     A former council member unseated Fort Belknap Indian Community Council President Mark Azure in Tuesday’s tribal elections. Salazar legal settlement to obtain their settlement before the rapidly approaching deadline arrives.     A proposed mill levy increase that would have brought in an additional $15 million over 20 years to redo the city streets was rejected by Havre voters in Tuesday’s city elections. The proposal failed 1,199 to 1,090, despite having the support of all council members and all candidates on the ballot.
