    Montana State University-Northern has the second-best four-year degree program in automotive mechanics in the nation for 2016-17, according to rankings released earlier this month.     Great Northern Fairgrounds Manager Bob Horne abruptly resigned this week, leaving the position vacant for the second time in less than a year.
