    An inmate of the Hill County Detention Center was being held this morning to face charges he murdered another inmate, Gordon Cochran. Jesse Shane Valdez, 24, was being held on $500,000 bond on an accusation of deliberate homicide. Valdez was being held in the detention center on $20,000 bond after he was arrested Nov. 13, on charges of burglary, criminal mischief vandalism and trespassing.     The Great Northern Fair Board heard an update during its monthly meeting Tuesday about damage to the building housing the new fairgrounds office, along with a report on a dispute over water bills with the city of Havre. Hill County Commissioner Mark Peterson gave a report at last month’s meeting on an issue with a water meter that led to double billing, which he said the city of Havre should make amends for.     A project that will supply water to Rocky Boy’s Indian Reservation and people off the reservation in seven counties in north-central Montana is taking a major step forward.     Press release Havre Sector Border Patrol agents, along with the Glacier County Sheriff’s Office and the Cut Bank Police Department, arrested 19 Mexican citizens who were traveling in two SUVs Sunday.
