    Havre Mayor Tim Solomon cast a tie-breaking vote Monday to ban medical marijuana storefront dispensaries in the city. The Havre City Council split 4-4 on the second reading of the ordinance.     Two Havre High School Spanish instructors are hosting a camp to raise money for a summer Puerto Rico trip for high school students. Spanish teachers Marie Deegan and Diana Coy will be hosting two days of Spanish learning and cultural activities Dec. 28 and 29 at Havre High School for first- through sixth-graders.     A state district judge sentenced a Havre man to three years probation for hitting a 9-month-old hard enough to cause a hemorrhage in the infant's left eye. Judge Daniel Boucher sentenced Bruce Collins, born in 1989, to a three-year deferred imposition of sentence for felony assault on a minor.
