Steve Bullock on Wednesday named a former state lawmaker from Helena as his third lieutenant governor in three years as Democrats sought to shore up the party's gubernatorial ticket ahead of the 2016 elections.     Ryan P. Gallagher, 34, passed away on Dec. 22, 2015, at his residence. Ryan was born on Nov. 2, 1981, in Havre, to Julie Gallagher and Kim Sutton. When he was young, the family moved to Hawaii, where he was raised until 1992, when the family relocated to Libby. Ryan moved to Havre in 1994 to live with his grandparents, and his family followed a year later.     Three local winners in the annual Elk’s Hoop Shoot coimpetition have made it to the state level. The annual Elk’s District Hoop Shoot was recently held in Shelby, and three Havre free-throw stars advanced on.
