Steady snow falls this morning in downtown Havre. National Weather Service has a winter storm warning in effect through 6 a.m. Thursday, with 5 to 8 inches of new snow possible in the plains and up to 10 inches in the mountains. People are warned to be prepared for "very difficult" travel conditions.
