Hays man charged with rape, assault at reservoir

The Blaine County Sheriff's Department on Friday arrested a Hays man on three felony charges and accused him of raping a juvenile girl at a reservoir south of Cleveland the previous evening.

Timothy Boyd Plummer, 29, was charged with sexual intercourse without consent, sexual assault and assault with a weapon. He is being held on $85,000 bond in the Hill County Detention Center.

Charges have not yet been filed against Plummer in District Court in Blaine County. If convicted, he faces a maximum of life imprisonment and $150,000 in fines.

On Friday at 1:56 a.m., the sheriff's department received a call from a hospital in Fort Belknap, where a juvenile girl reported that she had been sexually assaulted, Blaine County Undersheriff Joel Pruttis said.

The sheriff's office obtained two search warrants, one for Plummer and the other for a vehicle, Pruttis said.

Evidence from both searches resulted in Plummer's arrest later Friday morning, Pruttis said.

The alleged rape occurred one mile south of Cleveland, at the Faber Reservoir. A carload of people, including Plummer and the victim, had driven there earlier that day, Pruttis said.

Plummer was also charged in connection with an altercation that occurred after the alleged rape, Pruttis said. While fighting with two men, Plummer assaulted one of them with a bottle, the officer said.

Before the alleged rape, Plummer inappropriately touched another juvenile girl, prompting the sexual assault charge, Pruttis said.

Pruttis declined to disclose the victims' ages, residences or if they suffered any injuries.
