New subdivision going in near Glo-Ed in Havre

Construction is under way on a 10-lot subdivision near Glo-Ed, with three houses already under construction.

The subdivision is owned by Jay and Dayna Springer, who purchased the property from Walt Dion two years ago. Just east of 12th Avenue, the subdivision includes 10 lots between and acre, Springer said.

"There are three houses going up, and maybe a fourth," he said, adding that he and his wife also plan to build one there. "We like to think it has one of the nicest views in Havre."

The subdivision has been in the works for nearly a decade, Hill County planner and sanitarian Clay Vincent said.

Dion secured approval for the development of the subdivision from the City-County Planning Board and the Havre City Council, but sold the property before it was developed, Vincent said.

"When he sold the property to Jay, we restarted the process," Vincent said. "We went through what would need to be done to make those lots deedable."

Building a new subdivision requires a great deal of planning, Vincent said, including ensuring water and sewer hookups, paving streets and building gutters and curbs.

Springer, an engineer and co-owner of Milkriver Engineering, first became involved with the project when Dion hired the firm to design the plans for the subdivision.

Later, when Dion decided to sell the property, Springer and his wife offered to buy it.

Sewer and water lines have already been installed, and Springer said streets in the the subdivision will soon be paved, and curbs and gutters installed.

"We're hoping to have the other stuff done by the end of July. That's kind of our go date, barring any acts of God," he said.

The subdivision includes many of the same construction covenants as Glo-Ed, Springer said.

"We don't want to get too restrictive. A lot of it is things that are controlled by zoning," he said.

"It's stuff like the height of the house. There's a really nice view from there, and we don't want someone putting in a three-story house that is going to block the view for anyone else. You can put a basement or partial basement in and still have a nice view plus plenty of floor space."

Springer said he has sold five of the 10 lots in the subdivision

"Eventually, there's room for another seven lots to the south (on property Springer owns). There's another 3.1 acres for another seven house sites we plan to develop, but that plan is quite a ways down the road," Springer said.
